how can I create separate error and access.log files for apache which log exactly the same as the apache user logs?

I have massive attacks to all joomla and wordpress webs (about 4000 attempts per day) using fail2ban to block bruteforce, but the problem is high load while fail2ban scans about 500 logfiles ...

So your problem is joomla and wordpress?
I would set the bantime higher. This may help. Also visiting http://httpd.apache.org/docs/2.2/logs.html#accesslog may help you with multiple logfiles / errorlogs
