Is it possible to do this with on-board custom log info in apache? I can not find anything but external programs...

You are completely right, that the provider should store the logs for justice!
BUT, if you are an reseller of an Hosting provider, as example: You subscribe an virtual server / dedicated - you are in the front for „your customers“!
You have also make an AV (order processing contract) with the hoster (like konzeptlus, ip-projects) and also with your customers!
That’s my knowledge at this moment!
So you have also keep the privacy in mind of the ip addresses from the logs!

Logs for justice? I do not think so. It May depend on your country.
Germany: a maximum of 7 days (TKG) and NO sharing, not even police, justice, ...
Austria: same, maybe not even the 7 days.
France: i do not know.
I don‘t think so only for 7 days! I am also from Austria and are atm in trouble with an provider that have to collect telephone data from the past 3 months for the justice - not anonymized!!
But, this is an other topic!
