how can i install ioncube loader on i-mscp 1.5.3 and ubuntu system?
I think its PHP 7.1.17-1+ubuntu16.04.1+deb.sury.org+1

Are you using the PHPSwitcher Plugin?
If yes, please read the documentation of it, otherwise you should be able to find the answere by yourself!

I get the error
PHP Fatal error: [ionCube Loader] The Loader must appear as the first entry in the php.ini file in Unknown on line 0
And it says php5enmod not found

The howto is a bit too old but as an administrator, you should be able to figure out alone... We are not a school for linux administrators.
The scripts php5enmod and php5dismod were replaced respectively by phpenmod and phpdismod. For the rest, google is your friend...
