Migration to new server (1.3.5)

I have found various lists about what needs to be done.

Has anything changed with the 1.3 series?

Do I sqldump every database or can i dump all at one time?

What does that mean? I dont have the root anymore so I can't export all databases at once.
I have to use the imscp user for that?
Does that user have access to all databases?

Can I enable root access to make this easier?

I think i will stay on the safe side and just reinstall by hand.
