Si es raro si ... , yo la verdad es que jamas me ha dado un problema
el orden ... no lo tengo definido porque monto varios cosas, cambio algunas cosillas de las plantillas ... y al final cuando lo tengo le hago un reconfigure..
pero por lo general suelo montar el primero de todos el plugin redirect ...
A ver si tienes la version vieja del redirect y no es la 1.2.0

Buenas ... cuando tu activas el plugin del redirect ... pasa directamente por el puerto 80 o por 443 ...
El listen ... funciona bien
Yo lo tengo montado tal cual, con el redirect y el listen bajado.. y funciona correctamente tanto en debian 8 como en 9

ufff ya no se que decirte ... por que no haces un reseller nuevo ... le asignas la sip y luego le trasladas los usuarios ...
... borras el reseller viejo una vez sin dominios
.... lo vuelves a crear, le asignas las ips y vuelves a bascualar y borrar los usuarios del otro reseller que has echo para que sirva de puente
asi a golpe de porrazo si no quieres reconfigurar el panel para que e l modulo de ips pueda reconocer o ver lo que ocurre... yo creo que seria una opcion
