That's because this panel is outdated, and because of that is uninstallable.

We're waiting for next release, but we don't know when (and if) it will become availabie.

Unfortunately, it looks like answer here is more and more obvious.

Just a reminder, that running installer on (at least) Ubuntu machines is impossible, as required packages are not possible to being installed.

He said he's not, but nothing is happening since 2018. It's like 5 years now, which feels a bit unsafe.

You can try install "unofficial" way for 20.04+ but it might not work well. Currently if you're setting something new, it's better to go on keyhelp control panel or something else.

Just to let you know, Ondrej Sury who has made required packages to install i-MSCP, has dropped support for last supported Ubuntu version for i-MSCP. Thou, it is not possible now to install i-MSCP on any Ubuntu OS.

However I think that that voices might not happen if people would has at least opportunity to install/upgrade this software to supported OSes. You probably have to know that not that long before, it is not possible to install i-MSCP on Ubuntu, because Sury has dropped his support for PHP repository for Ubuntu 18.x. So if something will happen to your Ubuntu i-MSCP instance, you won't be even able to reinstall i-MSCP from scratch, because required packages has disappeared.

So, it will be strongly appreciated if you will find a bit of time only to make it work on Ubuntu 20.04 or 22.04. No other major changes is needed at this point. People would be able to upgrade their instances to something supported, and would easily wait for next releases.

You should use different OS. Debian 9 is End Of Life and PHP packages required for i-MSCP to install on Debian 9 are now impossible to be downloaded.
