Sure
- Fork the repository
- Create a new branch from master (e.g. translation-zh_TW or something like that)
- Select branch and do your changes on file
- Commit your changes
- After finished go to the original github project (plugins) and then you should see a notice to create a pull request
- After creating we can simply merge it into our project
PS: For easy using you could use the github for desktop and an editor of your choise
