Option to disable mail function in PHP

However, it should be noted that as for the disable_functions option, that option will be available only when using either, the Fcgid or the PHP-FPM httpd server implementation. Indeed, it is not currently possible to add the disable_functions directive into the Apache2 vhost files (e.g. when using Apache ITK (php run as apache module). This is by design (PHP side).
