just did a clean install.
created the admin then a reseller and 4 hosting packages all enabled.
went to add a client and the "Choose hosting plan" only shows 3 of the 4 package.
is 3 packages the maximum allowed that one can have or
is there something i overlooking

after a few hours today of doing a process of elimination i think i have have found the cause.
any hosting plan that has the"software installer" and a "back up" mode selected at the same time will cause that plan not to appear in the drop down list when adding a new customer

I'm unable to confirm this problem with last Git Master. The rule is as follow:
If the reseller has not access to the software installer feature (as set by the admin), any hosting plan that provides the software installer is not selectable (not displayed) when creating a new customer.
However, nothing prevents a hosting plan to be displayed if the backup functionality is disabled (see your imscp.conf file).
Therefore, I see some inconsistencies in that behavior which I'll fix now but nothing really related to the issue you are reporting.
Please update to last master.
