For the first question:

You can disable a domain, which will prevent the user to login. Eg via the /reseller/users.php page, just click on the status link.

For the second question, I do not understand what you want mean.

This is not possible for now. Maintenance mode is only for the panel. Some services are turned off when you are running either the imscp-autoinstaller or imscp-script.

I'll see if we can improve this for the 1.2.0 version.
