Can't reproduce on 1.2.9, no changes have been made in this part of i-MSCP since 1.2.9 until 1.2.11.

If Ninos has an update I'm confident he'll post it to the forum. Asking won't make it get done quicker.
You can contribute to the project if you'd like, you can translate i-MSCP into your own language, write code on GitHub or donate.Of course you can donate and ask to focus on this plugin.

Should be easy to add. I'll see if I can that in 1.2.12.
Will this feature be implemented on a domain-basis or on a global (server) basis, it would be useful to do both.
Maybe it's possible to allow/deny specific functions for specific domains. Some default values, but maybe add a field so admins/resellers can add/remove features themselves. -
