777 ist nicht unbedingt, was man möchte. Das ist mal ein erster Schritt, um das Problem zu lokalisieren.

Kannst du etwas mehr Details geben (zB. genaue Fehlermeldung vom FTP-Client) und auch einen Blick in das Log von proftpd werfen?
Wie siehts denn aus, wenn du mit einem anderen FTP Programm verbindest - kannst du dann die Operationen machen?

Yes, I'd also uninstall the 1.3.5.e which seems to be a deb8 thing.
check with dpkg -l | grep deb8 to see all deb8 packages...

You say Debian stretch ( = 9) but in the dependencies message it says, that proftpd-basic for Debian 8 is to be installed... (deb8u1) - so as kess wrote... post your sources lists... - seems there is something not ok.

sasl is not imap and not pop - so if you only want to block further sasl retries (sending mails) you should be ok with 587 and 465 - and maybe 25... that makes "smtp, submission, smtps"
If you want to block the ip also on mail receiving ports, you can leave the imap2,imaps,pop3 and pop3s in it...
If you want to know which port number is e.g. imap2, have a look at /etc/services... its 143, which is also imap4...
Maybe its better/safer to write the port number instead of port name (or at least write the other in a comment)....
imap3 is port 220 - and I doubt you use it for imap....
